The City of Baguio is governed by a Mayor and a Vice Mayor together with the Sangguniang Panlungsod (City Council), in accordance with the provisions of the Local Government Code and other applicable laws.

In addition, the city is represented in the national congress by a Lone District Representative.

The Mayor, Vice Mayor, and the City's Representative are elected at large through city-wide elections, while the members of the Sangguniang Panlungsod are also elected at large.

Baguio City is politically subdivided into 129 barangays, each represented by an elected barangay captain.

Municipal services are provided by the city departments and their respective offices.

The City Government of Baguio is housed at the Baguio City Hall Complex located along Harrison Road, near Burnham Park.


Mayor

Benjamin Bañez Magalong

Benjamin Bañez Magalong

Benjamin "Benjie" Bañez Magalong (born December 15, 1960, in Baguio City) is the incumbent Mayor of Baguio, serving since 2019. He is a retired police general renowned for his 38 years in the Philippine National Police, where he held key posts such as Deputy Chief for Operations, chief of the Cordillera Regional Police, and director of the Criminal Investigation and Detection Group (CIDG) and the Directorate for Investigation and Detective Management. A 1982 Philippine Military Academy graduate (Magna Cum Laude, Sandigan Class), Magalong also attended advanced international training including the FBI National Academy and specialized crisis-management courses in the U.S. As mayor, he ran on a platform of expedited governance, environmental restoration, aggressive traffic and peace-and-order strategies, tourism, youth empowerment, and market modernization. Vice Mayor

Faustino Atiwag Olowan

Vice Mayor Faustino Atiwag Olowan is a lawyer and public servant currently serving as the Vice Mayor of Baguio City. Born on April 19, 1965, he has dedicated much of his life to public service, combining his legal background with leadership in local governance. First elected in 2019, he quickly gained the trust of Baguio residents and was re-elected in 2022 and again in 2025 under the Partido Federal ng Pilipinas, earning overwhelming support. As Vice Mayor, he serves as the presiding officer of the Sangguniang Panlungsod, guiding legislative discussions, approving city ordinances, and ensuring that policies contribute to the welfare and development of Baguio. His leadership is marked by integrity, accountability, and a vision for a progressive and sustainable city. Married to Jolina Alibcag Olowan and father to Justine and Maureen, he is both a dedicated family man and a respected leader. Representative

Mauricio "Morris" Gamsao Domogan

Mauricio "Morris" Gamsao Domogan

Mauricio “Morris” Gamsao Domogan (born October 10, 1946) is a lawyer and veteran politician from Baguio City, now serving as the city’s lone district representative since June 30, 2025. A proud member of the Igorot Bago ethnic group, he rose from humble beginnings, working his way through school before earning a law degree from the University of the Cordilleras and passing the Bar in 1973. His public service career began as city councilor in 1988, then acting vice mayor, and later as mayor in 1992. He served three terms as mayor (1992–2001) and another three (2010–2019), where he became known for post-earthquake rebuilding, urban modernization, and environmental initiatives that gained Baguio national recognition. Domogan also represented Baguio in Congress from 2001 to 2010, and upon his return in 2025, he pushed for charter revision, autonomy for the Cordillera, and chaired the House Special Committee on Bases Conversion.
